§ 14-01-080. Scavenging prohibited.

It is unlawful for any person not authorized by the city, the owner (whether contractor or hauler) or the designated user of a trash container to remove, collect or disturb the trash stored in such container or to open the lid intending to do so. No person shall remove any trash from a container and scatter the same upon any public or private property.
