The rate charged for all residential customers using waste containers provided by the city's franchisee for waste collection services within the city and for residential customers using waste containers other than those provided by the city's franchisee shall be adopted by resolution of the city commission. Any adjustments to this rate shall take place no more often than annually and shall be based upon the Consumer Price Index-All Urban Consumers (CPI-U) for the previous calendar year. (b)

A fee of fifty cents ($0.50) will be added to each monthly solid waste billing. This fee shall be used to offset the cost of operating the convenience center on La Velle Road in the city. This fee shall be applied against all residential accounts including residential customers using waste containers other than those provided by the city's franchisee for waste collection services. Staff is authorized and directed to develop regulations for the administration of this fee. These regulations will be adopted by resolution of the city commission. This will be added to the base fee each year when the adjustment is made, until 2010. At which time all future adjustments shall not include the additional fifty cents ($0.50).
