Any person engaging in business within the city shall be responsible for the actions
of their employees with respect to the manufacturing, stocking, selling, distributing,
dispensing, possessing, purchasing, advertising for sale, publicly displaying for
sale, giving, trading, offering to sell, ordering, or offering to order spice.
