§ 24-12-3-5. Application of traffic ordinance to persons propelling push carts, riding animals or driving animal-drawn vehicles.

Every person riding an animal, driving any animal-drawn vehicle, or propelling a push cart upon a street shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by this ordinance, except those provisions of this ordinance which by their very nature can have no application, and except where otherwise specifically provided in this ordinance.
