§ 28-03-030. Rules and regulations.

The city commission shall from time to time make reasonable rules and regulations governing the distribution and use of the waters belonging to the city for either irrigation or domestic purposes. Any person taking or using such waters, for either irrigation or domestic purposes, in violation of any of the rules so made and established by the city commission shall be deemed guilty of a misdemeanor.
