§ 2-03-010. Personnel manual.

  • (a)

    Manual to be prepared . The city manager shall prepare, for the approval of the city commission, a personnel manual. The personnel manual shall be in effect upon its approval by the city commission.

    (b)

    Copies to be delivered. A copy of the personnel manual shall be delivered to each employee and elected officer of the city.

    (c)

    Objectives to be stated. The personnel manual shall state the objectives of the city, to be kept in mind by all city employees. These objectives are:

    (1)

    Provide the maximum possible service to the public with available funding and equipment.

    (2)

    Provide courteous treatment to all persons having any dealings whatsoever with the city, under all circumstances.

    (d)

    Policy. If the personnel manual is inconsistent with any state law or constitutional guarantees, the state law or constitutional guarantee shall control the decision. If the personnel manual is inconsistent with any city ordinance, the personnel manual shall control the decision.

    (e)

    Adoption. The personnel manual prepared by the city manager entitled "City of Alamogordo, New Mexico Personnel Manual" is hereby adopted by reference. The terms, conditions and provisions thereof together with any future amendments or additions as may be recommended from time to time by the city manager and approved by the city commission shall be enforced as though set forth fully herein.
