§ 2-03-100. City Manager—Budget and recommendations.

  • The manager shall prepare and submit the annual budget and make recommendations to the city commission on all matters concerning the welfare of the city, and in all cases, except when clearly undesirable or unnecessary, it shall be the duty of the commission to request the opinion of the manager on any proposed measure. The manager shall have a seat, but no vote, at every meeting of the commission.
