§ 2-13-080. Small purchase requirements.

  • The monetary limit of small purchases, the "small purchase order limit" shall be twenty thousand dollars ($20,000.00). Purchases of twenty thousand dollars ($20,000.00) or less may be made by the authorized user for the best obtainable price. Petty cash purchases of fifty dollars ($50.00) or less may be made without a purchase order at the best obtainable price by authorized individuals and within the regulations established by the city purchasing manager.

    Purchases of one thousand dollars ($1,000.00) or less may be made by authorized individuals by use of field purchase orders (FPOs).

    (1)

    FPOs shall only be used for the same-day purchase of in-stock goods. Services and construction are specifically excluded.

    (2)

    FPOs shall only be used for purchases from vendors located within a fifteen-mile radius of the city. As an exception, authorized users located at Bonito Lake may purchase from the Villages of Ruidoso and Ruidoso Downs.

    (3)

    Invoices resulting from FPO purchases in the vicinity of the city shall be submitted to the central purchasing office within one (1) business day following the purchase. Invoices resulting from FPO purchases in the vicinity of the Villages of Ruidoso and Ruidoso Downs shall be submitted to the central purchasing office within seven (7) business days following the purchase.
