§ 2-14-010. Introduction.

This report is the completion of a professional service agreement between the City of Alamogordo and Covell Consultants as provided by City of Alamogordo RFP #96-02, March 20, 1996. The purpose of this agreement is the development of an economic development strategic plan that meets the requirements of the New Mexico Local Economic Development Act and provides for a municipal ordinance which will provide the basis for approval of future economic development projects that would otherwise be unconstitutional under the Anti-donation Clause of the New Mexico State Constitution. To be deemed constitutional and eligible for public support, "to foster, promote and enhance local economic development efforts while continuing to protect against the unauthorized use of public money and other resources" a proposed project must meet certain required criteria. An outline of tasks required is included in section 2-14-5. The constitutional amendment and qualifying Local Economic Development Act are included in appendix B, attached to Ord. No. 983.
