§ 1. Qualifications; Appointment.

A City Manager shall be appointed, solely on the basis of his qualifications, for an indefinite term. His selection shall not be limited by reason of former residence. His salary shall be fixed by the Commission. The appointment or removal of a City Manager shall require the affirmative votes of no fewer than four (4) Commissioners.
