(c)
Any person whose alarm registration has been revoked shall not be permitted to apply for another alarm user's permit for one (1) year after the filing of a written statement by the hearing officer revoking the alarm registration, unless the hearing officer deems that proper corrective measures have been taken by the alarm user.
