§ 25-02-050. Improvements required.

  • (a)

    Before the occupancy of any lot in a mobile home park, all required street and utility improvements within the park must be completed and approved by the city. Required street and utility improvements adjacent to the park must either be completed and accepted by the city or must be covered by a waiver of protest agreement and/or development contract if the city deems delayed improvements to be appropriate.

    (b)

    All waterlines must be looped and fire hydrants installed according to city standards. Waterlines supporting fire hydrants must be at least six (6) inch lines.

    (c)

    Internal street improvements shall meet the following standards:

    (1)

    Streets shall be at least twenty-four (24) feet wide.

    (2)

    Internal streets shall be improved with a double penetration surface or hot-mix asphalt in accordance with city technical standards.

    (3)

    Each mobile home park shall provide direct access to public rights-of-way of at least a fifty (50) foot width at a minimum of two (2) points. The streets providing direct access shall not be blocked to through travel, be cul-de-sacs or be dead-end streets.

    (4)

    Street blocks shall not exceed eight hundred (800) feet in length, and cul-de-sacs shall not exceed four hundred (400) feet.

    (d)

    For all platted streets adjacent to the proposed mobile home park development, the developer shall construct streets to city standards as specified in the subdivision requirements and in accordance with the city's technical specifications. The city may also require that the developer provide service alleys as part of the development plan.

    (e)

    The developer shall be responsible for extending and connecting all utilities needed to the mobile home park. Each lot shall be served by water, sewer and electrical connections. Mobile housing units may not be served by liquefied petroleum gas unless natural gas service cannot be obtained.

    (f)

    Parking areas, sufficient in size to accommodate two (2) motor vehicles and improved with an all-weather surface, such as asphalt, concrete or gravel, shall be provided on each lot.

    (g)

    At a minimum, thirty-inch walkways shall be provided from each mobile housing unit to an adjacent street. Walkways shall be improved with gravel, flagstone or other all-weather surface.

    (h)

    A sign or monument bearing the name of the mobile home park and its street address shall be prominently displayed at each entrance.
