§ 2-13-120. Purchases of professional services.

  • (a)

    Any user in need of professional services, as defined in section 2-13-030, definitions, in an amount not exceeding sixty thousand dollars ($60,000.00), except for professional services of landscape architects and surveyors for public works projects, shall obtain the prior approval of the city manager and shall notify the city purchasing manager of this need.

    (b)

    Any one (1) of three (3) methods for purchasing professional services under the terms of this section may be utilized:

    (1)

    Offers based on price and/or qualifications may be solicited;

    (2)

    Award may be based on a rotating basis from the list of registered qualified businesses in the purchasing file; or

    (3)

    Award may be based on the good faith judgment of the department director needing the services, with the approval of the city manager.

    (c)

    The department director, city attorney, city manager, or purchasing manager are authorized to negotiate a contract for the services at a fair and reasonable price.

    (d)

    If during this process, it is determined that the required professional services will cost more than sixty thousand dollars ($60,000.00), the procedures for requesting proposals shall be initiated by the purchasing manager. For all services except those of architects, engineers, landscape architects, and surveyors for public works projects, price may be a weighted factor in the evaluation.
