§ 2-13-160. Special purchase methods.

  • (a)

    Rapid procurement. Purchases of perishable food products and other goods or services for any amount, where advertising and the solicitation of offers would entail unnecessary and detrimental delay and loss to the city, may be made by the central purchasing office at the best obtainable price in accordance with the oral or written quotation procedures set out in section 2-13-090, purchases by written quotation. Complete documentation of all proposed prices submitted by offerors must be maintained in the central purchasing office for public inspection.

    (b)

    Urgent purchases. In the event of an unforeseen and dangerous situation requiring immediate action to preserve the peace, health, or safety of people or property within the jurisdiction of the city or to prevent significant economic loss, the central purchasing office or a designee may purchase goods and services by order without competitive sealed bids, proposals, or quotations. The department making the urgent purchase shall provide the purchasing manager with information needed to make a written determination of the basis for the urgent procurement and for the selection of the particular contractor and shall be included in the procurement files. Such determinations shall include the following information:

    (1)

    The contractor's name and address;

    (2)

    The amount and term of the contract;

    (3)

    A listing of the services, construction, or items of tangible personal property procured; and

    (4)

    The justification for the procurement method.
